Two heads are better than one...
Shelley Thornton and Jeremy Kite are the directors
of Heart 2 Head. We have enjoyed successful
high profile careers offering professional
services to the public, not-for-profit, and
private sectors.
We both have our own distinctive styles and approaches. But we are always flexible to meet your needs and cultures.
Together we make an excellent team.
Shelley Thornton
Shelley is a Chartered Public Finance Accountant, a Joint Honours Graduate in Economics and Social Policy and a Fellow of the Institute of Business Consultants.
She has over 20 years of management experience gained in the public, not-for-profit, and private sectors. She also has international experience.
Prior to setting up Heart 2 Head, she held senior positions with:
- Zurich Financial Services - where as Senior Partner, she set up and managed, with Jeremy Kite, a new venture to provide strategic management consultancy services
- the Audit Commission for England and Wales – where, as Associate Director, she worked on a range of policies affecting local government and the NHS
- the Chartered Institute of Public Finance and Accountancy (CIPFA) - where she held Assistant Director, Senior Manager and Manager posts dealing with a wide range of policy and professional issues spanning the public. not-for-profit, and private sectors
- District Audit – the arms length auditing firm of the Audit Commission – where she held several positions from Auditor to Audit Manager providing auditing and consultancy services to the governing bodies and management teams of local government, the NHS and education institutions.
Shelley has been an independent member of the Standards Committee of her local council. She was also a non executive of the charity SCOPE for nine years, one of the leading UK charities of/for disabled people, where she was Chairman of the Audit Committee for six years and a member of the Remuneration & Succession Committee.
Shelley has served on a variety of policy making and advisory boards – both in the UK and internationally. In addition, she has provided input to a variety of professional, and policy-making committees, and has been project manager for some initiatives. She has spoken to a range of UK and international audiences and has written articles and books on a wide range of subjects.

Jeremy Kite
Jeremy is a Chartered Public Finance Accountant, a Graduate in Economic and Social Geography and a Fellow of the Institute of Business Consultants.
He has over 20 years of management experience gained in central government and local government. He also has considerable private sector experience.
Prior to setting up Heart 2 Head, he held senior positions with:
- Zurich Financial Services – where, as Senior Partner, he set up and managed, with Shelley Thornton, a new venture to provide strategic management consultancy services
- Eversheds Solicitors – where he headed up their local government consultancy providing strategic support to chief executives and senior managers
- the Chartered Institute of Public Finance and Accountancy (CIPFA) – where he managed advisory services embracing topical issues affecting the public services particularly concerning procurements and public/private partnerships
- London Underground – where he was a financial and business analyst reporting to the executive board on operational and financial issues
- a number of London borough councils – where he held various positions providing financial and business advice to elected members and executive directors
- a large firm of chartered accountants - where he was involved in the auditing of listed and large public and private companies, and administering/investigating insolvencies.
Jeremy is Chair of the Finance & Facilities Committee at a large secondary school recognised as outstanding by OFSTED.
He has also provided input to various national policies on topical public service issues through liaison with, and lobbying of, national and local politicians. He has worked with senior civil servants to explore the impact of national policies on public services. He has also worked to provide guidance and advice for senior managers and has spoken and written articles on a wide range of subjects.
